Decentralization of state management in Vietnam - Current situation and solutions

In the context of building and improving the socialist rule-of-law state in Vietnam, decentralization has become an increasingly significant issue. It plays a crucial role in defining the responsibilities and authority delegated to each level of government to enhance the effectiveness and efficiency of state management. General Secretary To Lam (2024) observed that confusion in organizational structure and decentralization has led to various negative consequences in state management, such as “reduced proactiveness and creativity, resulting in low labor productivity and work efficiency, shirking of responsibilities, negativity, obstruction of development, bureaucratic red tape, and diminished operational effectiveness.” This paper examines the current state of decentralization and delegation of authority and proposes practical solutions to promote state management decentralization in Vietnam under the current circumstance.
