Abstract

Digital transformation is an inevitable trend and a strategic breakthrough for building a lean, modern public administration that better serves citizens and businesses. In Vietnam’s current development context, the Party and State identify digital transformation as a decisive driver of rapid, sustainable advancement. Prime Minister’s Decision No. 749/QD-TTg (2020) sets the goal of ensuring that the entire public sector operates in a digital environment, requiring comprehensive and effective adoption of information technology across all administrative domains. President Ho Chi Minh’s principle that government at all levels must act as “servants of the people” provides the normative foundation for a citizen-centered, transparent, and reform-oriented digital government. In the context of Vietnam’s shift to a two-tier local government model, promoting digital transformation in public administration to enhance service quality is a crucial element of institutional reform and an essential condition for sustainable national development.
