About the Journal

I. History and development

The Journal of State Management was established on March 3, 1993, under the first Publishing License No. 183/BC-GPXB dated January 20, 1993. Its inaugural issue was published in May 1993. At present, the Journal publishes three editions:

  • Print Edition – ISSN: 2354-0761 (16 issues per year);
  • Electronic Edition (Website: https://www.quanlynhanuoc.vn) – ISSN: 2815-5831;
  • Journal of State Management (JSM)– ISSN: 2815-6021 (one issue per volume).

II. Academic recognition

Pursuant to Decision No. 26/QĐ-HĐGSNN dated July 11, 2025, issued by the State Council for Professorship, approving the list of scientific journals eligible for academic credit in 2025, the Journal of State Management is accredited by seven disciplinary and interdisciplinary Professorial Councils across its three publication formats.

Academic Score of 0.75

The Journal is awarded an academic score of 0.75 by the following Professorial Councils:

  • Interdisciplinary Council for History – Archaeology – Ethnology (applicable to all three editions: Vietnamese print, English edition, and electronic edition);
  • Interdisciplinary Council for Philosophy – Sociology – Political Science (applicable to all three editions for the disciplines of Philosophy and Political Science);
  • Council for Economics (applicable to the Vietnamese print and electronic editions);
  • Council for Law (applicable to the Vietnamese print edition).

Academic Score of 0.50

The Journal is awarded an academic score of 0.50 by:

  • Council for Security Sciences (applicable to all three editions);
  • Council for Economics (applicable to the English edition).

Academic Score of 0.25

The Journal is awarded an academic score of 0.25 by:

  • Interdisciplinary Council for Culture – Arts – Physical Education and Sports (applicable to all three editions);
  • Council for Educational Sciences (applicable to all three editions).

III. Development Strategy

The Journal of State Management is undertaking a comprehensive enhancement of its academic quality, editorial processes, and publishing infrastructure in accordance with international publishing standards. The Journal aims to be indexed in the Scopus citation database by 2030 and to become a leading regional and internationally recognized scholarly journal in the fields of administrative science, state management, public governance, and national governance. Through this strategic development, the Journal also seeks to strengthen the international academic standing of the Academy of Public Administration and Governance and enhance its visibility within the global scholarly community.
