The Editor-in-Chief has final responsibility for publication

Editorial Independence
The Editorial Board operates independently of the publisher regarding editorial decisions.
Neither the publisher nor external organizations may influence editorial judgments concerning manuscript acceptance or rejection.
Editors must declare conflicts of interest and recuse
themselves whenever impartiality may reasonably be
questioned.
