Commune-level Development Data Governance in Digital Government: Institutional Gaps and the Responsibility-Data Alignment Framework

This policy-oriented review examines the theoretical and institutional foundations of commune-level development data governance in the context of Viet Nam’s two-tier local government model and evolving national data architecture. Drawing on legal and policy documents, academic literature, and authoritative international sources, it identifies institutional design gaps between commune-level development responsibilities and the data conditions needed to carry them out. The article proposes two closely related concepts: Commune-Level Development Data Governance (CDDG) and the Responsibility-Data Alignment Framework (RDAF). RDAF systematizes the relationships among governance responsibilities, functional data needs, data rights, operational mechanisms, data-use capacity, and public value. This analysis focuses on institutional design rather than the empirical performance of individual localities.
