Improving the institutional framework of state management of electronic archives in Ho Chi Minh City

This article analyzes the current situation and proposes solutions to enhance the legal document system for statemanagement of electronic archives in Ho Chi Minh City in the context of digital transformation. Althoughseveral important directives have been issued by the City, the existing documents remain fragmented andoutdated, and fail to comprehensively cover essential electronic archival operations, such as file creation, submission, preservation, disposal, and data security. In particular, an apparent disparity exists in the level of implementation between the municipal level and grassroots units. Therefore, strengthening the legalframework is a crucial condition for enhancing records management efficiency and advancing toward a smarturban government.
